精深技能发展局新指导原则规定,培训业者若要申请课程津贴续期,须确保现有课程至少40%的学员,由雇主资助上课。这旨在确保课程内容符合行业需求,且确实为企业所需。 (档案照片) 自去年12月31日起,精深技能发展局收紧课程津贴指导原则。约500家培训业者所开办的9500项课程,若要获得课程津贴,须满足更严格的条件,包括申请津贴续期时,最少四成学员须由雇主资助上课。 配合年度培训与成人教育大会,精深局星期二(1月27日)公布最新课程津贴指导原则,鼓励培训业者与企业合作,开发更贴近行业需求的培训课程。 文社青部代部长兼教育部高级政务部长梁振伟(右三面向镜头者)星期二(1月27日)在培训与成人教育大会开幕仪式前,与多名培训业者交流;右二为精深技能发展局局长陈谷炎。(郑一鸣摄) 新版指导原则适用于培训个人的当前工作,或职业所需技能的课程。这些技能包括食品安全与卫生、工作场所安全与卫生、卓越服务,及安全威胁情报与检测等。 符合条件的业者,在为21岁及以上的新加坡公民和永久居民开办课程时,可获得最多50%的课程费用津贴;若学员是40岁及以上的公民,津贴可提高至最高七成。 个人学员之后仍可使用技能创前程培训补助,抵消剩余的课程费用,这意味着自掏腰包的支出将明显减少。 一般而言,热门技能培训课程每两年须重新评估是否可继续获得津贴。新指导原则规定,业者若要申请课程津贴续期,须确保至少40%的学员由雇主资助上课,以确保课程内容符合行业需求,且确实为企业所需。 从今年6月1日起,凡要申请津贴续期的现有课程,须在培训质量与成效(Training Quality and Outcomes Measurement)调查中,学员回应率(response rate)至少达到75%,且课程质量评分不可处于较低分位数。 至于新课程,培训业者若要享有课程津贴,须通过“课程审批技能列表”(Course Approval Skills List)或“课程认证机构”(Course Endorsement Bodies)这两种途径之一。 其中,第一种途径要求课程内容中,至少50%的技能,须来自政府认可的“课程审批技能列表”,这项清单涵盖支持经济增长的关键技能;第二种途径则要求课程须获得相关认证机构认可。 课程审批技能列表内的技能,包括人工智能伦理与治理、冲突管理、客户服务创新管理、定价策略等。 技能创前程系列课程不受影响 精深局指出,旨在培养新兴技能的课程(如技能创前程系列课程),或协助个人转换跑道的项目(如技能创前程职业转换计划、高等教育机构资格证书课程),不受新指导原则影响。 多名培训业者受访时,认同精深局的宣布有助业者推出更有素质的课程,但也有业者担心现有部分课程,无法达到四成是雇主派员上课的要求。也有不愿具名的业者预计,因要求更严格,未来获津贴的课程数量,将有所减少。 提供新技能资格(WSQ)培训课程和经营烹饪学院的SSA集团首席营运官沙烈(Affandi Salleh)认为,雇主资助员工的比率,应依课程而异。因为一些属于个人技能发展的培训,较少获雇主资助。 领导力咨询公司SeraphCorp创办人林知明(左)及医疗保健培训机构新康学院总经理李文俊皆认为,精深局收紧课程津贴要求,对他们提供的培训课程,没造成显著影响。 (郑一鸣摄) 领导力咨询公司SeraphCorp创办人林知明透露,他们所提供领导力相关的培训课程,超过九成学员都是公司资助上课,其中两天的课程收费介于550元至1100元。 她认为,精深局收紧课程津贴要求,带来正面的影响,也让企业向前看,了解员工须掌握哪些技能,才能保持竞争力。 医疗保健培训机构新康学院总经理李文俊说,他们向来致力于把行业所需的技能传授给学员,并希望学员学以致用,因此新宣布影响不大。   Source: https://www.zaobao.com.sg/news/singapore/story20260127-8185635
